Project Overview:
Kent County Council is the largest local Council in England covering an area of 3,500 square kilometres. It has an annual expenditure of over £1bn on goods and services and a population of 1.3m. The Council provides a wide range of personal and strategic services on behalf of its residents, operating in partnership with 12 district councils and 289 parish/town councils. Property and Infrastructure Support is responsible for the effective management of the Council’s property assets and for the delivery of property related Professional Services to the Council comprising of approximately 1800 properties with a value in excess of £1bn. The property portfolio ranges from educational and social services establishments to office accommodation and residential. Clients of Property and Infrastructure Support range from the above Directorates to external Clients including Colleges, City and Borough Councils. Armstrong York has been awarded a place on the Lot 3 framework to provide the following UKAS Accredited analytical services:
• Air Testing
• Carrying out of personal, background, reassurance and reoccupation sampling as per HSG 248
• Leak Tests
• Background Air Testing
• Reassurance Air Testing
• Personal Monitoring
• Four Stage Clearance (including reoccupation certification)
• Emergency 24 hour Callout service
The Councils TFM Contractor or The Councils Building Maintenance Consultants will issue an enquiry to Armstrong York prior to the removal works being carried out. The enquiry will confirm the type of air test required i.e. Certificate of Reoccupation, Reassurance or Background. Armstrong York is required to complete the Air Test Request Form to detail the work that is required in accordance with the schedule of rates and return to the Councils TFM Contractor or The Councils Building Maintenance Consultants.
Armstrong York is not permitted to start work on site unless they have received an Official Order from the Councils TFM Contractor or The Councils Building Maintenance Consultants. On receipt of the Official Order Armstrong York is required to liaise with the Councils Removal/Encapsulation Contractor to arrange a mutually convenient date and time to undertake the required air test. Armstrong York is required to inform the Councils TFM Contractor or The Councils Building Maintenance Consultants of the start date and to double check that no special requirements are required prior to starting the works. On attendance on the first day on site all of Armstrong York personnel will be required to read and sign the Asbestos Register and Premises Signing in Book, for any subsequent days the Contractors Forman/Site Manager will be required to sign the Asbestos Register and Premises Signing in Book. No sub consultants are to be utilised and Armstrong York have undertaken the appropriate Disclosure and Barring Service (DBS) checks. Armstrong York will be required to upload analytical certificates as per the agreed process, following a service visit. These documents are to be loaded in to the new Property Asset Management System (PAMS) that is due to be implemented or on Enterprise in the meantime.
Armstrong York must maintain a management and monitoring report in order to be able to provide a monthly status report to the Contract Administrator showing the following information.
• Current status of work since previous month’s report i.e. work in progress.
• Delayed completions
• Works completed
• Invoices submitted
• Invoices paid
• Notes and comments
• Copies of all risk assessments undertaken during the month for any task under the contract
• Copies of accident reports related to The Works and any other relevant health and safety information required to read and sign the Asbestos Register, Method Statement and risk assessment and the Asbestos Removal/Encapsulation Contractors Site Pack
Our Approach:
During the course of the works if any Asbestos issues i.e. the air test has failed Armstrong York is required to telephone and report all their finding to the Councils TFM Contractor or The Councils Building Maintenance Consultants within 1 hour of the finding. After Armstrong York has telephoned the Councils TFM Contractor or The Councils Building Maintenance Consultants, Armstrong York is required to follow the telephone conversation up with an email detailing the findings, including photographs where necessary and copy of air test which has failed. After completion of the works Armstrong York is required to send to the Councils Designated Removal Contractor and a copy to the Councils TFM Contractor or The Councils Building Maintenance Consultants the relevant paperwork within 1 week which will also be available to view via our TEAMS web portal.
