Project Overview:
Hertfordshire County Council manages a diverse portfolio of property which supports the delivery of a wide range of service to the residents of Hertfordshire, including: Children’s Service, Libraries, Fire and Rescue Service, Adult Care provision and office accommodation. The Council also acts as the corporate landlord for a large number of schools across the County. The property portfolio totals 1,982 buildings with a cumulative value of £2.42bn. In 2011 the Council appointed Armstrong York to an agreed framework covering a wide range of building and consultancy service including management surveys, refurbishment and demolition surveys, we create site specific Asbestos Management plans for each site by exporting survey data from the HCC Corporate Property Database and we manage immediate asbestos works arising from the surveys that require immediate attention, full analytical and project management service are provided together with 24 hour emergency call out. The service delivered include:

• Management Surveys and Refurbishment and Demolition surveys
• Analysis of samples (in house)
• Re-inspections and Management Plans
• Provision of Management Survey information on a third party developed online management system
• 4 stage clearance and air reassurance monitoring
• On site asbestos removal monitoring services including witnessing smoke tests,
• Bulk sampling and analysis of samples
• Incident investigation services
• Asbestos abatement and removal project management and general asbestos consultancy services
• Emergency site attendance and 24 hour call out
• Asbestos Management training and awareness training
• Attending site to carry out minor (i.e. non-licensed and or non-notifiable non-licensed) asbestos abatement services.

Our Approach:
By forging a strong working relationship with our client and understanding their needs we have successfully made improvements to their asset management system and assisted in developing software to greatly speed up the whole analytical process.
