Project Overview:
Coryton Refinery was an oil refinery in Essex, England, on the estuary of the River Thames some 28 miles from the center of London, between Shell Haven Creek and Hole Haven Creek, which separates Canvey Island from the mainland. It was a part of the Port of London and was the last of the three major refineries on the Thames Estuary to remain in operation. Output was delivered by road, sea and rail, and it was linked to Stanlow Refinery in North West England by the UK Oil Pipeline (UKOP). There is a 753 MW gas-fired power station, opened in 2002 and run by Coryton Energy Co Ltd, part of Intergen. In January 2012 Petroplus filed for bankruptcy. Coryton Refinery ceased production in June 2012. The site is now being turned into a distribution terminal to be called Thames Oil Port. Brown and Mason have been appointed as the first step in redevelopment of the site of the former Coryton Refinery; the company will clear some 70 acres of process plant from the site. Under Brown and Mason’s contract, structures will be demolished down to the level of the concrete base, asbestos will be safely removed from the site, some units will be cleaned or decontaminated before removal and materials will be segregated to maximise potential for waste recycling. Works will include: provision of all necessary pre-demolition surveys and inspections (including asbestos), and removal and disposal of all civil structures / buildings.
Armstrong York were first appointed by Brown and Mason in December 2015 to carry out and R&D Asbestos survey in accordance with HSE guidance documents HSG 248 and HSG 264 to locate and record the location, extent and product type of all asbestos containing material within Areas 1 to 7 inclusive. The date for commencement of the survey on site was the 11th of January 2016 and the period for completion of the Sub-Contract Works is anticipated to be a 19 week programme. On appointment, Armstrong York submitted a detailed Plan of Work and associated Risk Assessments for approval by the Project Team which included the names and management structure for those persons to be appointed for the project. The site maintains a permit to work system and Armstrong York comply with the requirements set out by the building and the local rules required under the terms of the main contract.
