Project Overview:
EEM was formed in 2010 with five founding members, the EEM membership has now grown to 56 core members with an aggregated housing stock of over 650,000 properties. Future members may also include organisations providing services for the wider public sector such as NHS hospitals, Police Forces and the Prison Service. EEM support and work collaboratively with other procurement consortia. Westworks Procurement Ltd and Advantage South West are full members of EEM and their current and future members are able to access this Framework.
Armstrong York were appointed to this framework in April 2016 and will conduct our services provided through this framework to domestic properties and to commercial properties such as offices, schools and sheltered schemes and any other building owned and/or managed by the members. This framework covers all Asbestos Services required in the day to day maintenance of the Member’s property portfolio and includes the following service provision:
• Management Surveys and Refurbishment and Demolition surveys
• Re-inspections and Management Plans
• Provision of Management Survey information on a third party developed online management system
• A pull-off schedule of rates contract for asbestos consultancy for:
• Bulk sampling and analysis of samples;
• Incident investigation services.
• Emergency site attendance and 24 hour call out
• Asbestos management training and awareness training
• Attending site to carry out minor (i.e. non-licensed and or non-notifiable non-licensed) asbestos abatement services
• Managing asbestos risk via a process of encapsulation, monitoring and where appropriate, removal in accordance with HSG 227 ‘A Comprehensive guide to managing asbestos in premises’ and L127 ACoP ‘The Management of Asbestos in non-domestic premises’.
• Site risk assessments
• Providing ad-hoc advice on asbestos related issues.
• Day-to-day monitoring works in association with day-to-day asbestos encapsulation, monitoring or removal.
• Dealing with emergency situations with regard to asbestos
• Monitoring and managing works in association with asbestos related planned project works.
• Quality checking asbestos removal Service Providers’ plans of work and on site performance.
• Liaison with asbestos removal Service Providers and other partners including repairs and major works Service Providers
• Ensuring the asbestos removal Service Providers are undertaking the asbestos removal in accordance with current legislation, codes of practice, using the correct equipment and following the correct procedures.
• Checking all Service Provider certificates and relevant paperwork.
• Updating of the existing Asbestos Register/Database with information regarding asbestos encapsulation, monitoring and removal following both programmed and day-to-day asbestos works.
• Carrying out air monitoring including the provision of certificates
• Carrying out smoke tests and ensuring the integrity of enclosures prior to and during asbestos removal works are to the correct standard.
• Provision of all necessary test equipment
• Supplying all documents, test results and information from this process.
• Attending progress meetings with the Client.
• Attending asbestos review meetings and training sessions as required with the Client in order to review performance
Our Approach:
The framework will be for a period of 48 months, running from May 2016 to 20 March 2020 and will be subject to annual satisfactory performance reviews. The Framework is split into the following Lots (work streams): –
• Lot 1 – Asbestos Surveys / Air Monitoring
• Lot 2 – Asbestos Removal and Reinstatement Works
The combined total potential value of this Framework is £2,700,000 to £85,000,000 split into Asbestos Surveys / Air Monitoring (£600,000 to £25,000,000) and Asbestos Removal and Reinstatement Works (£2,100,000 to £60,000,000). Please note that this is the total potential value for the full 4-year framework and takes into consideration that EEM membership may grow over the life of the framework. The individual call off contracts is expected to range between £5,000 per annum and £1,000,000 per annum.
