Project Overview:
Lot 12 – Asbestos Surveys: Gloucestershire County Councils Asset Management and Property Services Department is responsible for the delivery of Capital Maintenance Works projects with a typical annual spend of £5,000,000 to £7,000,000 in recent years. The DPS Agreement will generally apply to projects ranging from £15,000 to £150,000 although some projects may exceed this value. The DPS will provide a limited number of providers for certified Building, Engineering (mechanical/electrical) works for engagement by the following users; Gloucestershire County Council, District Councils, Parish & Town Councils, Schools/Academies, offices, libraries, day centers, care homes, fire stations and other public buildings within Gloucestershire. The intention of the DPS is to pursue a partnering relationship for the period of the contract, it is envisage will include continuous performance improvement in terms of product, process and satisfaction rating from the sites, with an overarching aim of improving cost and time performance. The DPS provides a number of suppliers that will be invited to individual mini competitions for works between the values of £15,000 and £150,000. The purpose of the Asbestos Survey Framework under Lot 12 is to:
• Ensure all statutory health and safety processes and procedures are in place and carried out whilst attending to the works.
• Maintain a consistent quality of workmanship and materials.
• Provide cost effective quality asbestos consultancy service
The framework list will not only be available to the property department but also to all other sites under Gloucestershire County Council control, these mainly comprise of Schools but also include Day Centres, Fire Stations, Libraries and other properties. Armstrong York will carry out Asbestos surveys in line with HSG264 and to carry refurbishment/demolition asbestos surveys in line with HSG264, provide a bespoke Asbestos Management Database. (Risk Management Database) The scope of the surveys must include all internal areas as well as external. The surveys must be provided in electronic format which will be uploaded and accessible on a bespoke “Risk Management Database”. Approximate number of surveys will be eight thousand. Asbestos surveying and sampling must be undertaken in accordance with CAR (2012). A requirement of management surveys is an itemised report section detailing the general construction materials of each room accessed included walls, floor, ceiling etc. The contract shall comprise the completion of asbestos initial surveys, asbestos re-inspections, preparation of method statements and monitoring of asbestos removal by others and the taking of air counts in premises.

• Clearance air monitoring
• Routine air monitoring
• Bulk analysis
• Non asbestos fibre discrimination/Asbestos fibre quantification
• Electron microscopy
• Project management
• General consultancy
• Qualitative face fit testing
It is an essential requirement that Armstrong York is able to achieve a response time to a Gloucestershire site of a maximum 2 hours from the initial call out. Full UKAS or equivalent EU accreditation is required for all of the above. Armstrong York is expected to liaise with the sites in an appropriate and timely manner to gain access normally through an email or letter and a follow up confirmation call.
The proposed framework will expire after a set period which has not yet been set.
